Administration
The Director of Public Health is responsible for initiating, planning, coordinating and directing the programmatic and budgetary management of all public health programs.
The Administration Division provides direct support to the Director of Health as well as indirect support for the community-at-large.

Staff provides administrative support regarding personnel issues and contracts, and provides a liaison with the NYSDOH, health coalitions and community and government agencies.

Assists in preparation of annual budget

Prepares required financial statements and government reports

Ensure spending is within the budget allotments

Ensures revenues from 3rd party re-imbursements

Prepares claims for State and Federal and other reimbursement

Public Education/Public Information Services (Public Education Coordinator)

Disseminates information pertaining to the Health Department, its programs and services, to all segments of the community (e.g., presentations to school groups, professional organizations, health fairs and media interviews and press releases)

Serves as the official spokesperson for the Health Department. In the event of a public health emergency the Public Information Officer informs the public as to the nature of the emergency and coordinates with all other agencies involved in the emergency in order to preserve and protect the health of the community.

Legal Services (Assistant County

Advises the Health Department and other County Agencies on Public Health and Environmental Law.

Represents the Department in Administrative Hearings and in court.

Drafts Orders on behalf of the Director of Health to deal with public health violations, hazards, and nuisances.

Serves as County’s HIPAA Compliance and Privacy Officer.

Drafts and reviews contracts entered into by and for the Health Department.

Health Emergency Response and Preparedness (Public Health Planner)

Develops plans for the OCHD role in natural (e.g., floods, fires, hurricanes) and man-made (e.g,, biological, radiological and chemical) disasters as well as outbreaks and epidemics (e.g., pandemic influenza).

Integrates OCHD plans into the overall all-hazard Oneida County Emergency Management Plan

Provides OCHD staff support to the Oneida County Health Emergency Response and Preparedness (CHERP) multi-agency committee
